To get started, clients must either attend Build A Pool or complete a complimentary consultation survey with TAP.


Scope of Services includes new aquatic facilities or renovation of current facilities. TAP can also assist with creative water program design.


The OWNER ADVOCATE SERVICE ensures that TAP can be an essential part of your team. If you encounter questions about new buildings, renovating current buildings, or equipment, air and water concerns, and helping you to think outside the box when developing your water programs. TAP owners have over 40 years of experience in constructing and operating aquatic centers, coupled with the expertise in designing, developing, and implementing tailored water programs to meet the unique needs of aquatic centers. When they don’t have the answers, they reach out to their Dream Team Partners.


  1. The OWNER ADVOCATE SERVICE is based on an hourly fee structure which maximizes the value of your investment.
  2. The OWNER ADVOCATE SERVICE has saved many projects up to 10 times the cost of the service by making informed project decisions.  
  3. The OWNER ADVOCATE SERVICE can be contracted at any time during the projects planning or design phase. In fact, the earlier the better. 


Initial contact by email and introductory phone call – no charge. This allows you to ask us questions about TAP’s services and how your project can benefit. We can develop a “road map” to help guide you through the project.

The design of an Aquatic Facility must align with the needs of aquatic programming. While many architectural firms can design aquatic facilities and some have in-house aquatic engineering expertise, few have the practical experience needed to create diverse Aquatic Programs that serve the entire community and ensure financial sustainability. Total Aquatic Programming LLC specializes in planning and designing these diverse Aquatic Programs.

It is important to seize the opportunity to "get it right" during the planning and design phase of a project. Once the plans are approved and construction begins, it may be too late to make significant changes. TAP's philosophy is that programming should come before design. Trying to implement a design without a clear understanding of how it will work can lead to serious financial challenges. Many projects reach an advanced stage of design without fully understanding how to achieve their aquatic programming goals or without considering the needs of the target community.

 
 

TAP Owners Advocate Services: TAP can review project designs based on programming plans and identify critical items and processes that need to be added or changed. Our review process includes important design elements, equipment selection based on the most efficient operational cost, and programming options to make the facility a community centerpiece that recovers daily operational costs.

  •  12 hours of phone or email services
  • Project or Programming review and reports 
  • $1500 retainer towards 12 hours of support
  • 15 to 30 minutes minimum billing then 60-minute increments

Learn to swim should be the foundation of aquatic centers. To meet the needs of the community we should try and offer as many opportunities to learn about water as possible. Learning to swim should not have a time limit, since everyone learns at different speeds. Just passing the competence skills an agency offers isn't always enough to make you safer in the water. Because of the resistance of the water one must continue to practice the skills to build endurance and strength. It takes both to be efficient and effective in the water.

Swim teams start out with a developmental program and gradually move to the elite level.  To help build the team there should be a feeder program or bridge from learn to swim to the swim team. You can have a recreational team that focuses on participation or a USA Swimming team that focuses on a pathway to national and elite levels.

Licensed Physical Therapy/ Occupational Therapy/ Speech Therapy

CPT code (AMA approved billing code for aquatic therapy provided by a licensed provider) = 97113 

Continuum of care aquatic therapy professionals: individuals who have background and training in working with clients with injuries, chronic illness and aging in the aquatic environment. Services provided by these individuals, if not working under the direct supervision (that definition varies by state for example, in California is means in line of site) are cash based. 

A partnership with an agency that provides this service is good for aquatic centers and the patients.
