Scope of Services for building and programming for any size of aquatic facility 


The OWNER ADVOCATE program provides our professionals to be on your owner’s team allowing you to ask questions important decision making processes and tasks related to your project. 

The OWNER ADVOCATE PROGRAM uses a Service Hour Fee Structure, thus maximizing your dollar and removing unnecessary 

expenses. The OWNER ADVOCATE PROGRAM  can save most projects up to 10 times the cost of the service by making educated project decisions.  The OWNER ADVOCATE PROGRAM may be contracted at any time during the projects planning or design phase. In fact, the earlier the better. 


Initial contact by email and introductory phone call – no charge. This allows you to ask us questions about TAP’s services and how your project can benefit. We can develop a “road map” to help guide you through the entire project.

There is an extremely important relationship between AQUATIC PROGRAMMING needs and the actual design of an Aquatic Facility. There are hundreds of Architectural Firms who can design aquatic facilities, some even have in-house Aquatic Engineering expertise.  Few of these Firms have practical, real world experience for what is necessary to offer diverse Aquatic Programs that are able to service the entire community while making sure the facility is financially sustainable.  Total Aquatic Programming LLC specializes in planning and designing these diverse Aquatic Programs. 

  

There is a window of opportunity during the plan & design phase of a project to “get-it-right”. Once plans are approved and the shovel goes in the ground, the opportunity may be gone. TAP’s philosophy is Programming Precedes Design. The difficulty with putting design in place and then trying to figure out how to implement that design causes severe challenges to overcome. 

Projects have the potential to get well into the design phase without complete knowledge of how to implement Aquatic Programming Goals or simply missing the target communities needs.  


Total Aquatic Programming offers our TAP-Owners Advocate Program and Review Services (TAP-R). Utilizing the most advanced platforms in communications, TAP can review the project design based off programming plans and identify critical items and processes that need to be added or changed. Our review process includes both important design elements, equipment selection based of most efficient operational cost, and programming options to make the facility a community centerpiece which recovers daily operational costs.

  •  12 hours of phone or email services*
  • Project or Programming review and reports 
  • $1500.00  retainer towards 12 hours of support
  • 15 to 30 minutes minimum billing then 60 minute increments


*We offer a small-pool modified Owners Advocate service that allows a smaller deposit. $500 retainer for 4 hours of phone or email services.

TAP offers both contracted aquatic program review and phone/video calls and on-site staff training,. IT IS ALL ABOUT CREATING OPPORTUNITIES AND DEVELOPING A CULTURE FOR SAFETY & FITNESS

Learn to swim should be the foundation of aquatic centers. To meet the needs of the community we should try and offer as many opportunities to learn about water as possible. Learning to swim should not have a time limit, since everyone learns at different speeds. Just passing the competence skills an agency offers isn't always enough to make you safer in the water. Because of the resistance of the water one must continue to practice the skills to build endurance and strength. It takes both to be efficient and effective in the water.

Swim teams start out with a developmental program and gradually move to the elite level.  To help build the team there should be a feeder program or bridge from learn to swim to the swim team. You can have a recreational team that focuses on participation or a USA Swimming team that focuses on a pathway to national and elite levels.

Licensed Physical Therapy/ Occupational Therapy/ Speech Therapy

CPT code (AMA approved billing code for aquatic therapy provided by a licensed provider) = 97113 

Continuum of care aquatic therapy professionals: individuals who have background and training in working with clients with injuries, chronic illness and aging in the aquatic environment. Services provided by these individuals, if not working under the direct supervision (that definition varies by state for example, in California is means in line of site) are cash based. 

A partnership with an agency that provides this service is good for aquatic centers and the patients.
